The Los Angeles Times created a tool that lets you choose from an assortment of cost savings and additional taxes. You can review all the different areas and make your choices, finding $24 billion in your spare time. I managed to balance the budget, but not without taxing myself (and nearly everyone in the state) significantly more than the very high levels we already pay. Legalizing pot is starting to sound like a very workable idea.
